Second Amendment to the United States Constitution

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

The reserve militia created by the Militia Act of 1903 which presently consist of every able-bodied man of at least 17 and under 45 years of age who are not members of the National Guard or Naval Militia. (that is, anyone who would be eligible for the draft)

The reserve militia of this state consists of all able-bodied individuals\par eighteen years of age and older residing in the state, unless exempted by the laws of the United States or of this state. The active militia is the national guard of this state and consists of\par individuals who volunteer and are accepted unless exempted by the laws of the United States or\par of this state. An individual whose religious tenets or conscientious scruples forbid that individual\par to bear arms may not be compelled to do so in times of peace, but that individual shall pay an\par equivalent for a personal service.}}
